چکیده

کیفیت آموزش عالی و بهبود و ارتقاء آن به خودی خود ایجاد نمیشود و مستلزم برنامهریزی علمـی و
عملی است و یکی از وجوه مورد توجه در طراحی و استقرار ساختار مناسب آن بایستی انتخـاب افـراد
شایسته و با صلاحیت در حوزه ارزشیابی و ممیزی کیفیت و آموزش مستمر آنها باشد. پژوهش حاضـر
با هدف شناسایی صلاحیت حرفهای ارزشیابان و ممیزان کیفیت در نظام آموزش عالی و ارائه چارچوب
اولیه نظام صلاحیت حرفهای در 11نهاد/انجمن متولی دارای تجربه ارزشیابی و ممیزی کیفیت آمـوزش
عالی )انجمن ارزیابی استرالیا، انجمن ارزیابی نیوزیلند، انجمن ارزیابی اتحادیه اروپـا، انجمـن ارزیـابی
کانادا، انجمن ارزیابی آلمان، انجمن ارزیابی ژاپن، انجمن ارزشیابی انگلستان، انجمن ارزشیابی آفریقـای
جنوبی، انجمن ارزیابی فنلاند، انجمن بینالمللی توسعهی ارزشیابی، انجمن ارزشیابی دانشگاه میشگان(
با استفاده از شیوه سندکاوی و بررسی تطبیقی انجام شده است. براساس نتایج پژوهش چارچوب اولیـه
نظام صلاحیت حرفهای ارزشیابان و ممیزان کیفیت در نظام آموزش عالی ارائه شده است
