هدف پژوهش حاضر، طراحی الگوی اعتبارسنجی و تضمین کیفیت، متناسب با مختصات بافتی نظام آموزش عالی ایران بود. در این پژوهش، روش پژوهش کیفی با رویکرد نظریه زمینهای انجام شد. جامعه آماری پژوهش خبرگان آموزش عالی بودند، که 36 نفر به‌صورت نمونه‌گیری هدفمند جهت مصاحبه نیمهساختارمند انتخاب شد. در مرحله اول کدگذاری باز، 2027 مفهوم به دست آمد. دادههای مرحله دوم کدگذاری باز، در قالب 1262 مفهوم و 157 مقوله عمده طبقهبندی شد. در مرحله کدگذاری محوری، در قالب کدگذاری نظری، 25 مقوله نظری تعیین شد. سپس، برحسب ویژگی‌های شرایطی، تعاملی/فرایندی و پیامدی طبقهبندی شد. در مرحله کدگذاری انتخابی، مقوله گفتمان کیفیت، بیم و امید، به‌عنوان مقوله مرکزی انتخاب شد. از نظر خبرگان آموزش عالی، چالش‌های موجود کیفیت دانشگاهی در ایران ناشی از چالش گفتمان بود، و نه چالش شکلی و ماهوی؛ و حتی معرفتشناختی. با توجه به درک و تفسیر خبرگان، کیفیت دارای دو بعد بیم و امید بود. بر این اساس، در یک چشم‌انداز کلی، بینش دوگانه و تقابلگرایانهای از گفتمان کیفیت به نامهای گفتمان کیفیت نظارتی به‌عنوان بیم و گفتمان کیفیت مشارکتی به‌منزله‌ی امید در دانشگاه‌های کشور گونه‌شناسی و طبقهبندی شد. همچنین، الگوی طراحی شده در پژوهش حاضر، داری مفهومی پیچیده و چندبعدی بود. این الگو در صورتی کارکرد مثبت خواهد داشت، که بسان یک کلیت واحد به تمامی ابعاد آن به طور یکسان توجه شود.

This paper aims to report on the implementation of internal evaluation in the departments of the college of human sciences (theology, Persian language and literature, and accounting and economics) in Ilam University, Iran, inorder to improve educational quality. This paper aims to report on the implementation of internal evaluation in the departments of the college of human sciences (theology, Persian language and literature, and accounting and economics) in Ilam University, Iran, inorder to improve educational quality. This paper points out the findings obtained from a case study of implementing internal evaluation, encompassing 12 steps, in the departments of a university in Iran. Qualitative and quantitative methodologies were used to collect data from the heads, faculty members, students, alumni, and library staff of the departments, as well as the immediate managers of the alumni. The methods of data collection included interviews, group discussions, questionnaires, and checklists. The results of the study show that two departments, Theology and Persian Language and Literature, were desirable in terms of the quality of the seven criteria under evaluation (department management and structure, faculty members, students, alumni, teaching and learning processes, implemented courses, equipment and resources of libraries), and the of Accounting and Economics was quite desirable in this respect. The study also indicated that there were differences among the departments in terms of the quality of the factors under evaluation.
