چکیده
این پژوهش به دنبال بررسی استراتژی‌های تدوین و اجرای سیاستهای خصوصی‌سازی آموزش عالی است. ازاین‌رو استراتژی‌ها و برنامه‌ها و سیاستهای این بخش (تدوین و اجرا) بر اساس مصاحبه و اسناد و مدارک (ادبیات و پیشینه پژوهش) مرور شد و برای هرکدام راهکارهای پیشنهادی و اصلاحی آورده شده است. این پژوهش، به‌صورت مروری (انتزاعی) و کتابخانهای به همراه مصاحبه‌های نیمه ساختاریافته است که با استفاده از روش توصیفی – تحلیلی (تحلیل محتوا) از نوع تحلیل مضمون انجام‌شده است. در این راستا ابتدا عوامل دخیل رشد خصوصی‌سازی (تدوین و اجرا) آموزش عالی در جهان و ایران شناسایی شد و در 22 محور دسته‌بندی شدند و برای هرکدام پیشنهاد‌ها و راهکارهایی اصلاحی آورده شده است. سپس الزامات خصوصی‌سازی آموزش عالی در ایران در بخش تدوین و اجرا آورده شد و در 8 محور کلی قرار گرفتند و متناسب با هر بخش الزامی در تدوین و اجرا (الزامات سیاست‌گذاری و راهبردی- الزامات قانونی- الزامات مالی و اقتصادی- الزامات آموزشی و پژوهشی- الزامات مدیریتی و سازمانی- الزامات اجتماعی و فرهنگی- الزامات زیرساختی- الزامات ارتباطی) بخشی به‌عنوان اجرا و پیشنهاد‌ها و راهکارهای اصلاحی اجرایی برای بخش تدوین و اجرا آورده شده است. در ادامه نیز موانع تدوین و اجرا در 6 محور (موانع قانونی- موانع اقتصادی- موانع سیاسی- موانع ساختاری اداری- موانع آموزشی- موانع فرهنگی و اجتماعی) دسته‌بندی شدند و پیشنهاد‌ها راهکارهای اصلاحی در جهت برخورد با موانع به تفکیک هر بخش آورده شده است.
